Because many companies that claim to do SEO actually are having another larger SEO firm do the work or are outsourcing it.  If they are a firm that is willing to white-label their services then they are more likely to be the actual firm doing the work... because no firm wants to white label if they are doing it... plus the price would be marked up twice! ...its just too difficult.
